后疫情时代,世界经济和安全形势错综复杂,充满变数。主要的风险引爆点有四个:发达国家高利率抑制通胀和债务高企存在逻辑冲突;大宗商品市场剧烈波动助推世界动荡变革;贸易保护主义成为大国政治和经济领域斗争的融汇点;地区安全危机对世界局势产生消极影响。国际局势的风险点只是表征,妨碍世界和平与发展的深层原因是三大突出矛盾没有得到有效解决,即全球发展不平衡、全球治理缺位、国际安全呈现结构性紧张。外部环境的不确定性增加对中国的发展既是挑战,又是机遇,应把握各方面战略机遇,转危为机。全球发展倡议和全球安全倡议既包括中国作为世界最大发展中国家提出的全球发展新主张,也包括中国作为负责任大国提出的全球安全新倡议,反映了中国在应对全球“四大赤字”上的新理念和新举措。“两大倡议”对各国探索更科学、更文明的发展道路,对执政党探索一般社会发展规律,对人类的和平与幸福必将作出更大贡献,从而彰显更重大、更深远的世界意义。

There are four major risks in the complicated and changeable world economy in the post COVID-19 era,i.e.,the conflict between high interest rate adopted by developed countries against inflation and high public debt,wild fluctuation of commodity prices that give rise to tumultuous changes,trade protectionism which has become the focus of political and economic rivalry between major powers,and negative impact of regional security crisis on the global context.Considering the fact that the increased exterior uncertainty is both a challenge and an opportunity,it is advisable for China to seize strategic opportunities and turn adversities into opportunities.
