浅谈村镇污水治理PPP工程实施中的突出问题与应对策略

Preliminary Discussion on the Prominent Problems and Countermeasures inPPP Projects of Village and Town Sewage Treatment

村镇污水治理PPP工程实施中厂站选址过程中常出现确定位置、地上物腾退、地基土质差等难题,通过工程实践,采取在项目前期确定用地手续、督促政府牵头办理树木伐移手续、拉森钢板桩支护等办法解决问题;污水接户过程中出现的全收集、入户施工、工程计量等难题,采取在项目可研阶段考虑接户工程费用、个别入户由村委会协调统一恢复地面标准、入户调查确定后实施及留存过程影像资料作为结算依据等办法解决;对施工质量控制难题,采取班组管理、层层落实技术交底、使用手机移动端质量巡检软件系统、制定科学考评制度等办法解决。

In view of the difficulties arising in the site selection process of the plant station,such as location determination,ground property retreat and poor soil quality,etc.in the implementation of rural sewage treatment PPP project,through?the project practice,we adopted to determine the land use procedures in the early stage of the project,urge the government to take the lead in handling the tree-cutting and removal procedures,larsen steel sheet pile support and other solutions;in view of the problems arising in the process of sewage household connection,such as full collection,household construction and project measurement,the solution is to consider the project cost of household connection in the project feasibility study stage,coordinate and unify the village committee to restore the ground standard for individual households,implement after household investigation and confirm,and retain the process image data as the basis of settlement;to solve the problems of construction quality control,such methods as team management,technical disclosure,mobile terminal quality inspection software system and scientific evaluation system are adopted.
