摘要
创新在我国现代化建设全局核心地位的确立,是全社会对“创新”不断加深认识以及“创新”在现代化建设中地位持续提升的结果。二十大报告提出强化现代化建设的人才支撑,确立人才引领驱动的战略地位,这就要求从理论上回答对创新主体的生存和发展具有影响和制约作用的客观因素和条件,特别是创新主体在创新活动中所受到制约的制度性环境,并由此做好人才创新生态的顶层设计,厘清营创概念的逻辑内涵,以营创理念为行动先导,构建高质量发展的营创格局,为营创提供制度性的环境保障和治理。
The establishment of innovation as the core role in China's modernization is the result of society's consensus on the increasing importance and the improving status of"innovation".The construction of a healthy innovation ecological environment in the new development stage requires a theoretical answer to the objective factors and conditions that affect or even restrict the survival and development of innovation entities,especially the institutional environment where the innovation entities are restricted.Only based on that can the top-level design of the innovation-fostering environment in the new development stage be well made.Thus we can integrate the innovation-fostering concepts within the entire innovation process and various fields,strengthen macro governance,market governance as well as social governance,and further provide more powerful guarantees and supports for the construction of innovation-fostering environment from the institutional level.
