Strategic Thinking on Promoting Common Prosperity through Urban-rural Integration

我国迈上全面建设社会主义现代化国家新征程,党中央把促进全体人民共同富裕摆在了更加重要的位置。坚持走全体人民共同富裕之路,必须在经济社会发展过程中逐步消除制约共同富裕目标实现的各类不充分不平衡因素,通过城乡深度融合发展破除各种壁垒成为实现共同富裕目标的重要着力点。进入21世纪以来,我国围绕城乡融合发展开展了一系列卓有成效的改革探索,为新阶段共同富裕目标的实现奠定了坚实基础,但仍然面临城乡发展不平衡矛盾尖锐、农业农村生产条件改善相对滞后、城乡要素流动壁垒尚需进一步破除、农村民生保障短板制约突出、城乡融合体制机制急需改革突破等现实挑战。因此,应以城乡融合促进共同富裕为路径选择,推进城乡空间融合,构建共同富裕格局;加速城乡产业融合,夯实共同富裕基石;畅通城乡要素融合,激发共同富裕动能;完善城乡治理融合,提升共同富裕品质;创新城乡制度融合,形成共同富裕合力;以城乡融合促进共同富裕的机制构建。

China is embarking on a new journey of building a modern socialist country in an all-round way, and the Party Central Committee has placed the promotion of common prosperity of all the people in a more important position. To adhere to the road of common prosperity for all people, we must gradually eliminate all kinds of insufficient and unbalanced factors that restrict the realization of the goal of common prosperity in the process of economic and social development, and breaking down various barriers through the deep integration of urban and rural development is the top priority to achieve the goal of common prosperity. Since entering the 21st century, China has carried out a series of fruitful reforms and explorations around the integrated development of urban and rural areas, laying a solid foundation for the realization of the goal of common prosperity in the new stage, but it still faces practical challenges such as sharp contradictions in urban and rural development, relatively lagging improvement of agricultural and rural production conditions, barriers to the flow of urban and rural factors that need to be further broken, outstanding constraints on the shortcomings of rural people’s livelihood security, and urgent reform and breakthroughs in urban and rural integration systems and mechanisms. Therefore, we should take urban-rural integration to promote common prosperity as the path choice, promote urban-rural spatial integration, and build a common prosperity pattern. We should also accelerate the integration of urban and rural industries and consolidate the cornerstone of common prosperity;smooth the integration of urban and rural factors and stimulate the momentum of common prosperity;improve the integration of urban and rural governance and improve the quality of common prosperity;innovate the integration of urban and rural systems to form a joint force for common prosperity;and build a mechanism to promote common prosperity through urban and rural integration.
