The Construction and Evaluation of the Comprehensive Strength Evaluation System of Global Cities

全球城市是对世界政治经济文化有重要影响力的城市,其评价体系构建已成为一门兼具学术与实践价值的研究领域。本文系统梳理全球城市综合实力评价研究的最新发展趋势,构建一个由“人本、发展、创新、未来、善治”5个一级指标,以及14个二级指标、35个三级指标构成的全球城市综合实力评价体系。对13个全球城市的评价结果显示,纽约、东京、伦敦3个城市处于第一梯队;新加坡、上海、北京、旧金山、巴黎、中国香港6个城市处于第二梯队;深圳、洛杉矶、波士顿、广州4个城市处于第三梯队。为提升我国全球城市的综合实力,上海和北京需进一步提升发展水平,尤其是繁荣度,上海更需要在创新方面发力;中国香港应在保持市场活力的同时,着力提高政府治理水平;深圳和广州都应着重把相对优势和长板潜力做强做优,深圳需进一步发挥创新活力及创新产出力长板,广州需注重提高政府治理能效。

A global city is a city that has important influence and control on world politics, economy and culture. The construction of its evaluation system has become a research field with both academic and practical value. This paper systematically sorts out the latest development trends in the evaluation of the comprehensive strength of global cities, and build a global city comprehensive strength evaluation system consisting of 5 first-level indicators of “people-oriented, development, innovation, future, and good governance”, 14 second-level indicators, and 35 third-level indicators. The evaluation results of 13 global cities show that New York, Tokyo, and London are in the first echelon;Singapore, Shanghai, Beijing, San Francisco, Paris, Hong Kong are in the second echelon;Shenzhen, Los Angeles, Boston, and Guangzhou are in the third echelon. For China’s global cities, Shanghai and Beijing need to further improve their development levels, especially their prosperity, and Shanghai needs to make more efforts in innovation;Hong Kong should focus on improving government governance while maintaining market vitality. Both Shenzhen and Guangzhou should focus on making their relative advantages and long-term potential stronger and better. Shenzhen should further develop its innovation vitality and innovation output, and Guangzhou should focus on improving the energy efficiency of government governance.
