乡村公共服务要素的邻近共享配置研究

A Study on Proximity Sharing Allocation of Rural Public Service Elements

自然资源部提出在社区生活圈规划中要补齐服务要素短板,特别规定了乡村社区生活圈层级的配置需注重相邻村组之间服务要素的集约配置和共享使用,但并未细化规定集约配置和共享使用的具体实现技术细节,在实际的乡村社区生活圈层级难以适用于具体的要素配置和布局等规划任务。本研究创新性地提出了基于邻近共享原则的乡村公共服务要素集约配置内涵,构建“网络构建-邻域耦合-指标评价-顺序配置”的配置方法,并具体结合重庆市石柱县村镇公共服务设施配置案例实现服务设施的配置。实践证明,研究提出的要素配置方法体现了集约共享的配置理念,能够显著提高要素配置效率,可为乡村服务要素集约规划建设提供科学有效的建议。

Ministry of Natural Resources stipulated that shortcomings of the service element should be made up,and it was particularly prescribed that the configuration of rural community living circle should focus on the intensive configuration and shared use of services between adjacent villages.But there is no detailed provisions in regard to implementation technical details of the intensive configuration and sharing use of services between adjacent villages,so it is difficult to apply to specific planning tasks in rural community living circle.This paper innovatively proposes an intensive allocation method of rural public services based on the principle of proximity sharingand takes Shizhu County of Chongqing City as a case to realize the configuration of service facilities.The method consists of four steps:first,network establishment,second,neighborhood coupling,third,index assessment,and the fourth,allocation according to sequence.The expereiment proves that this method can increase allocation efficiency significantly and can provide scientific and effective reference for the intensive planning and building of the service element in rural community living circle.
