摘要 “双减”政策是校外培训机构发展的重大风向标。政策环境和社会、家庭、资本等因素发生了重大转变,校外培训机构发展正步入重要窗口期和战略转型期。借助SWOT分析模型,从创新的教育理念和探索教育的模式、科技赋能教育、多元化和个性化服务方面分析其内在优势,从过度营销、存在安全风险、缺乏稳定性和统一性等方面分析其内在劣势,从配合校内教育、市场需求、科技发展等方面分析其外部机遇,从政策限制、转型困难、疫情影响、信息安全的要求等方面分析其现实挑战。最后,为我国校外培训机构的科学转型和规范发展提出了有效策略,以助力我国基础教育高质量发展。 The“Double Reduction”policy determines the development of after-school teaching and training institutions.At present,the influential factors including its policy environment,society,family,and capital have undergone major changes,so the development of after-school education and training institutions are entering into the strategic transformation period.With the help of SWOT analysis model,this article analyzes its internal advantages from innovative education concepts and exploration of education models,science and technology enabling education,diversification and personalized services;meanwhile,it analyzes its internal disadvantages from excessive marketing,security risks,lack of stability and unity,and analyzes its external opportunities from the aspects of cooperation with school education,market demand,scientific and technological development;and it points out its policy constraints,transformation difficulties,epidemic impact,and the requirement for information security.Finally,the article tries to provide effective strategic suggestions for the scientific transformation and standardized development of China’s after-school teaching and training institutions,so as to help China’s high-quality development of basic education.
