异质性环境规制能否提升生态福利绩效?——基于产业结构高级化的门槛效应研究

Can Heterogeneous Environmental Regulations Improve Eco-welfare Performance?——A Study Based on the Threshold Effect of an Advanced Industrial Structure

生态是最公平的福利,环境是最基本的民生,生态福利是最普惠的民生福祉。文章基于产业结构高级化视角,采用Super-SBM方法测算了中国各省市的生态福利绩效,并运用门槛模型研究了异质性环境规制对生态福利绩效的非线性影响。研究表明:(1)全国及东中西三大经济区的生态福利绩效均呈波动上升趋势。(2)当产业结构高级化水平发展到一定程度时,命令控制型环境规制能够提升生态福利绩效,市场激励型环境规制对生态福利绩效的影响呈“U”型,自愿参与型环境规制对生态福利绩效的影响呈“N”型。(3)当产业结构高级化水平高于门槛值时,三种环境规制均正向作用于东部地区各省市的生态福利绩效,命令控制型环境规制有助于提升西部地区各省区市的生态福利绩效。

Ecology is the fairest welfare,the environment is the most basic citizenship,and eco-welfare is the most universal welfare of the people.Using the Super-SBM method,this paper measures the eco-welfare performance of Chinese provinces and cities based on the perspective of an advanced industrial structure,and uses a threshold model to investigate the non-linear effects of heterogeneous environmental regulations on eco-welfare performance.The study shows that:(1)The eco-welfare performance of the whole country and the three major economic regions in the East,Central and West all show a fluctuating upward trend.(2)When the level of an advanced industrial structure has developed to a certain level,command-and-control environmental regulations can improve eco-welfare performance,market-incentive environmental regulation have a“U”shaped effect on eco-welfare performance,and the impact of voluntary participatory environmental regulations on eco-welfare performance shows an“N”shape.(3)When an advanced level of industrial structure is above the threshold,all three types of environmental regulations positively affect the eco-welfare performance of provinces and cities in the eastern region,and command-and-control environmental regulations help to improve the eco-welfare performance in the western region.This study expands the research scope of eco-welfare performance,and provides empirical support for the comprehensive promotion of the implementation of environmental regulations and the enhancement of people's ecological well-being.
