乡村振兴背景下城乡融合发展进程中县域治理的路径探究——以河南省孟州市为例

在工业化、城镇化的基础上实现城乡融合发展,是国家走向现代化的重要特征。在中国特色社会主义进入新时代的背景下,县域治理是推进城乡融合发展的重要切入点和突破口。基于此,该文引入一般系统论,以河南省孟州市为研究对象,通过整体性视角统筹分析中国城乡融合发展与县域治理的内在机理与优化路径。研究得出:①孟州市县域发展仍然存在融资难、融资贵,财政收入质量不高,城市功能不完善,环境治理任务繁重及个别干部攻坚克难能力有待提升等问题。②孟州市不断改进不足,突出龙头培育,以开放增动力,抓产业更抓环境,创造发展平台和优势,形成孟州经验。③由此从4个维度分析出全国各县域治理可借鉴的优化路径。县乡融合,助力乡村振兴;城县融合,促进新型城镇化;以人为本,增进民生福祉;统筹发展,兼顾安全与发展。加强县域治理的提出对于持续推进城乡融合发展,推进社会治理现代化,解决基层社会治理问题,推动乡村全面振兴都具有积极的影响。

Realizing the integrated development of urban and rural areas on the basis of industrialization and urbanization is an important feature of the country's modernization.In the context of socialism with Chinese characteristics entering a new era,county governance is an important starting point and breakthrough to promote the integration and development of urban and rural areas.Based on this,this paper introduces the general system theory and,taking Mengzhou City,Henan Province as the research object,analyzes the internal mechanism and optimization path of urban-rural integration development and county governance in China from a holistic perspective.The results are as follows:①There are still some problems in the county development of Mengzhou,such as difficult financing,expensive financing,low quality of financial revenue,imperfect urban function,heavy task of environmental governance and the ability of individual cadres to overcome difficulties need to be improved.②Mengzhou City continues to improve its shortcomings,highlighting the cultivation of leaders,opening up and increasing power,grasping the industry and paying more attention to the environment,creating development platforms and advantages,and forming Mengzhou's experience.③The optimization paths that can be used for reference by county governance in the country are analyzed from four dimensions.The integration of counties and townships helps the revitalization of villages;the integration of cities and counties promotes a new type of urbanization;the people-oriented idea improves people's livelihood and well-being;we should stress overall development,while taking into account development and security.The proposal of strengthening county governance has a positive impact on continuously promoting the integration and development of urban and rural areas,promoting the modernization of social governance,solving grass-roots social governance problems,and promoting the overall revitalization of rural areas.
