论“人类文明新形态”视域下的综合减贫与乡村振兴

On Comprehensive Poverty Reduction and Rural Revitalization from the Perspective of"New Model for Human Progress"

在全面建设社会主义现代化国家的背景下,脱贫攻坚战取得全面胜利后的减贫形势发生了根本变化,相对贫困、散点贫困、偶发贫困、能力贫困、代际贫困和精神贫困等成为“后脱贫”阶段的治理重点,治理方式向“综合减贫”转型,进入这一阶段,需重视后扶贫阶段构建“动态脱贫”机制、强化“精神扶贫”作用的问题,探索乡村振兴与精准扶贫联动机制,接续推进全面脱贫与乡村振兴的有效衔接,实现民族地区的“绿色发展、生态减贫”。从新时代的发展格局与长远战略来看,立足生态文明,充分挖掘本地特色,走特色发展之路,是推动乡村文化振兴的根本。要结合地域特色发展文化产业,发展民族地区文化旅游,塑造减贫和乡村振兴的性别理念,将非遗文化与“女性赋权”相结合,为既有减贫模式提供补充和改进。乡村振兴要从整个经济社会结构的重组、重塑与内生能力的逐步培养等角度持续发力,注重发挥各类新乡贤的积极作用、培育新乡贤文化,引导他们体现公共精神,顺应现代法治、引领地方发展。要遵循乡村变迁规律,让乡村的自然资源、风土人情、传统文化独特价值得到充分的彰显。当前,我们党以乡村振兴和高质量发展为抓手,带领全国各族人民持续向生态文明转型,全面贯彻可持续发展和新发展理念,努力在更高层面追求共同富裕、创造人类文明新形态。

Under the background of building a modern socialist country in an all-round way,China’s poverty reduction has undergone fundamental changes after the comprehensive victory in the fight against poverty.Relative poverty,scattered poverty,occasional poverty,ability poverty,intergenerational poverty and spiritual poverty have become the focus of governance in the stage of"post-poverty alleviation,and the governance mode has transformed to"comprehensive poverty reduction".At this stage,it is required to build a"dynamic poverty alleviation"mechanism,strengthen the role of"spiritual poverty alleviation,"and explore the coordination mechanism between rural revitalization and targeted poverty alleviation,consistantly align efforts to expand the achievements in all-round poverty alleviation with efforts to promote rural revitalization,so as to realize“green development and ecological poverty reduction”in regions inhabited by ethnic groups.From the perspective of the development pattern and long-term strategy in the new era,the fundamental approach to promote the revitalization of rural culture is to fully tap local characteristics based on ecological civilization,,and take the road of characteristic development.It is required to develop local culture and tourism industries based on local features,and promote gender equalism through poverty reduction and rural revitalization by combining intangible culture heritages and women’s empowerment so as to improve the current poverty reduction mode.For rural revitalization,constant efforts should be taken to encourage the positve roles of country squires and models in their demonstration of public spirt,,compliance to modern law-based governance,and leading local development,as well as cultivate the culture of new country squires and models,while considering the restructuring of the entire economic and social structure,and gradually fostering endogenous impetus.It is necessary to follow the pattern of rural changes and fully demonstrate the unique value of rural natural resources,customs and traditional culture.At present,taking rural revitalization and high-quality development as the starting point,our Party leads the people of all ethnic groups in the country to continue to transform into ecological civilization,fully implements the concept of sustainable development and the concept of new development,and strives to pursue common prosperity and creat a new model for human progress at a higher level.
