摘要 基于智慧水利顶层设计指引,针对视频资源分散、智能化水平亟待提高等现状,基于跨层级、部门视频资源汇聚与算法共享需求,突破视频级联共享、算法管理与调度、算法模型复用与优化等技术难点,给出视频和算法两大服务能力方面的资源目录管理、视频级联、视频巡检、移动视频监控、算法管理、算力调度、算法共享等关键模块功能及流程详细设计。目前,已初步完成部级水利视频级联集控平台建设,并与水利一张图、视频会议等业务平台对接,实现对水情监测、河湖管理、水情会商、应急处置等应用的数据支撑,同时也为各地各部门水利视频级联集控平台建设提供一定借鉴参考。 Based on the top-level design guidelines of smart water conservancy,in view of the current situation of dispersing surveillance video and the urgent need to upgrade intelligence level,this paper focuses on the demand for cross-level and departmental surveillance video resource aggregation and algorithm sharing,and overcomes the technical diffi culties in video cascading sharing,algorithm management and scheduling,algorithm model reuse and optimization,etc.The detailed function and process of key modules are designed in terms of video and algorithm service capabilities,including resource catalog management,video cascade,video patrol,mobile video surveillance,algorithm management,computing force scheduling and algorithm sharing.At present,the construction of a ministerial water conservancy video cascade centralized control platform has been preliminarily completed.Through the connection with other business platforms such as water conservancy one-map,video conference,the data support for applications such as water regime monitoring,river and lake management,water regime consultation,and emergency response has been achieved.Meanwhile,it also provides reference for the construction of water conservancy video cascade centralized control platform in various localities and departments.
