摘要
新一代信息技术与水利业务的深度融合可为水利治理能力现代化提供有力支撑。结合巴音郭楞管理局对管辖范围内水利业务和信息化建设融合的需求,介绍水利信息化系统的建设背景及“1+2+3”信息化建设方案。围绕以智慧水利建设推动水利现代化管理体制改革的总体建设目标,阐述信息化系统的设计思路、总体框架、网络结构及建设内容,包括现地监测监控、网络与安全、支撑平台、一体化管控平台应用、智能应用等系统。为避免水利信息化工程建设与实际运行管理脱节,导致出现信息化系统荒废问题,通过调整巴音郭楞管理局组织机构,以便顺应并服务于水利信息化,可对类似水利工程的信息化建设提供参考。
The deep integration of the new generation of information technology and water conservancy business provides strong support for the modernization of water conservancy governance.Based on the requirements of Bayingolin Administration Bureau for the integration of water conservancy business and information development,the background of water conservancy information system and the“1+2+3”information development scheme are introduced.Focusing on the overall development goal of promoting the reform of water conservancy management with water intelligence,this paper expounds the design idea,overall framework,network structure and development content of the information system,including local monitoring and control system,cybersecurity system,supporting platform system,integrated management and control system,and intelligent application system.In order to avoid application gap between water conservancy informatization and practical operation management,leading to dysfunction of the information system,the organization structure of Bayingolin Administration Bureau is improved to comply with and serve the water conservancy informatization,which can provide reference for similar information development of water conservancy projects.
