摘要
基于2008—2020年中国沿海地区9个省份的海洋碳汇渔业面板数据,采用SSBM-NDEA模型分析技术在海洋碳汇渔业效率中的参与作用和影响效应,以及整体及阶段海洋碳汇渔业效率的时空差异,并采用分位数回归模型分析技术推广在各分位数上对海洋碳汇渔业效率的影响及区域异质性。研究发现:纳入技术要素的中国海洋碳汇渔业整体效率不高,整体及阶段效率存在两极分化现象;技术创新内部推广能力对海洋碳汇渔业效率具有显著的抑制作用,随着分位数的增加,其回归系数的绝对值呈现出先降低、再上升,后又降低、再上升的发展趋势,而技术创新外部推广力度对海洋碳汇渔业效率则影响不显著,随着分位数的增加,其回归系数呈现出先上升后下降的倒U型发展趋势;技术推广对海洋碳汇渔业效率的影响具有显著的区域异质性。据此,应进一步加快海洋碳汇渔业技术研发和转化、推进海洋碳汇渔业技术供给侧结构性改革、完善海洋碳汇渔业技术补偿机制,以推进海洋碳汇渔业绿色转型发展。
Based on the panel data of marine carbon sink fishery in 9 coastal provinces of China from 2008 to 2020,the SSBM-NDEA model is used to analyze the participation and influence of technology in marine carbon sink fishery efficiency,as well as the spatial and temporal differences of overall and stage marine carbon sink fishery efficiency.Quantile regression model is also used to analyze the impact of technology promotion on marine carbon sink fishery efficiency and regional heterogeneity at each quantile.The results show that the overall efficiency of China's marine carbon sink fishery is not high,and the overall and stage efficiency are polarized.The internal promotion capability of technological innovation has a significant inhibitory effect on the efficiency of marine carbon sink fishery.With the increase of quantile,the absolute value of its regression coefficient shows a trend of decreasing,then increasing,then decreasing,then increasing again.While the external promotion strength of technological innovation has no significant effect on the efficiency of marine carbon sink fishery.With the increase of quantile,its regression coefficient shows an inverted U-shaped trend of increasing first and then decreasing.In addition,there is significant regional heterogeneity in the impact of technology diffusion on the efficiency of marine carbon sink fisheries.Therefore,it is necessary to further accelerate the R&D and transformation of marine carbon sink fishery technology,promote the structural reform of the supply side of marine carbon sink fishery technology,and improve the compensation mechanism of marine carbon sink fishery technology,so as to better promote the green transformation development of marine carbon sink fishery.
