“双师型”教师队伍建设中地方政府注意力配置现状分析——基于24份省域政策文本的NVivo研究

An Analysis of the Current Situation of Local Government's Attention Allocation in the Construction of"Dual-qualified"Teachers——NVivo Study Based on 24 Provincial Policy Texts

地方政府是中央政策贯彻实施的主体。以24份地方政府最新发布涉及“双师型”队伍建设政策为研究对象,依据注意力配置理论,运用NVivo11plus软件,从政策发布时间、政策主题相关性和政策工具三方面分析地方政府在“双师型”教师队伍建设中注意力配置状况。研究表明,地方政府政策响应速度有差异、与中央政策主题相关性待加强、政策工具组合作用欠发挥。这要求地方政府出台的“双师型”师资队伍建设政策要与中央政策主题紧密相关,提升政策制定响应速度,增加协调性;发挥地方政府主动性与创造性,凸显省级层面政策制定的创新性和差异性;优化政策工具使用结构,强化政策工具组合作用。

Local governments are the main body for the implementation of central policies.The study examined local governments'policies on"dual-qualified"teacher team building in terms of time of policy release,relevance of policy subjects,and policy instruments using attention allocation theory and the NVivo11plus program.The study found that local governments'policy reaction times vary,their relevance to major policy themes needs to be improved,and the function of the policy instrument portfolio is underused.This necessitates that local governments'policies on"dual-qualified"teacher construction be closely related to the central policy theme,while improving responsiveness and coordination;bringing into play local governments'initiative and creativity,highlighting innovation and differences in policy formulation,optimizing the structure of policy tool use and strengthening the role of policy tool combination.
