Demand,Dilemma and Path of Developing High Quality Graduate Education in the New Era

党的十八大以来,我国进入世界研究生教育大国行列,新时代发展高质量研究生教育是满足教育高质量发展、培养具有全球竞争能力人才的必然要求,是实现新发展阶段经济社会变革对国家科技自立自强和建设研究生教育强国的迫切战略要求。为突破发展高质量研究生教育面临的人才培养需求、教育效果评价、资源平台建设和生源质量挑战的四重现实困境,需要从六个着力点探寻高质量研究生教育的实现路径:完善以人才培养为中心和服务国家发展为目的的顶层设计;建强高素质专业化的研究生导师队伍;实施以质量为导向和多样化评价方法的科学评价机制;推进多元主体协同推进的资源平台建设;改革以考查综合素养和优化选拔方式为重点的招生制度;加大以政府为主导和多渠道共同发力的经费投入。

Since the 18th CPC National Congress,China has become a world s postgraduate education nation in amount.The demand for high quality of postgraduate education in the new era is to meet the urgent requirements of global talent competition and national self-reliance in science and technology.In order to overcome the four practical difficulties of developing high quality graduate education,including talent training needs,education effect evaluation,resource platform construction and student source quality challenges.It is necessary to explore the realization path of promoting high-quality postgraduate education from six aspects:improving the top-level design centered on talent cultivation and serving the development of the country,building and strengthening the team of high-quality professional postgraduate tutors,implementing the scientific evaluation mechanism guided by quality and diversified evaluation methods,promoting the construction of resource platform promoted by multiple subjects,reforming the enrollment system focusing on examining comprehensive quality and optimizing the selection method,and increasing the funding investment led by the government and jointly promoted by multiple channels.
