我国创新激励政策的作用机制及效果研究--基于异质性厂商NK-DSGE的模拟分析

Research on the Mechanism and Effect of China s Innovation Incentive Policy--Simulation Analysis Based on Heterogeneous Vendor NK-DSGE Model

创新激励政策是否有效决定了我国能否将创新作为经济发展的第一动力。本文通过构建包含家庭部门、异质性厂商、金融部门及政府部门的NK-DSGE模型,研究了税收优惠、贷款贴息及政府创新资助三类创新激励政策的作用机制及效果。研究结果表明,三类创新激励政策对创新生产部门产出均具有正向激励作用,但由于作用时效和作用力度的不匹配,影响了政策效果的发挥。不同的创新激励政策对宏观经济变量的影响是存在差异的,政策组合的效果又有所不同。随着家庭对创新生产部门最终产品偏好程度的增强,创新激励政策的效果依然存在,所引起的宏观经济变量的变化也有利于经济增长,说明技术和需求都是技术创新的动力。据此,提出相应的对策建议。

Whether the innovation incentive policy is effective determines whether China can stimulate innovation as the first driving force of economic development.By constructing an NK-DSGE model that includes household sector,heterogeneous manufacturers,financial sector and government sector,the mechanism and effects of three types of innovation incentive policies,including tax incentives,loan discounts,and government innovation funding,are studied.The research results show that the three types of innovation incentive policies all have a positive incentive effect on the output of the innovative production sector,but the effect of the policy is affected due to the mismatch between the timeliness and the strength of the effects.Different innovation incentive policies have different effects on macroeconomic variables,and the effects of policy combinations are also different.As households preference for final products in the innovative production sector increases,the effects of innovation incentive policies still exist,and the changes in macroeconomic variables caused are also conducive to economic growth,indicating that technology and demand are both the driving force of technological innovation.Accordingly,the corresponding countermeasures and suggestions are proposed.
