新发展理念背景下钢铁资源型城市转型路径探索——以河北迁安为例

摘要 我国经济已经由高速增长阶段转向高质量发展阶段,加快推进资源型城市转型发展,不仅是贯彻新发展理念的必然要求,更是加快经济发展新旧动能转换的关键抉择。迁安是一座依矿而起、因钢而兴的典型资源型城市,铁矿资源不可再生、昔日采矿塌陷区和采石宕口,成为这座城市转型的痛点和“疮疤”。近年来,迁安大力实施创新驱动发展战略,积极推进生态文明建设,坚持“科技引领、绿色崛起”,实现了由“灰色钢城”向“产业新城”“生态绿城”的转型蜕变,对钢铁资源型城市转型路径作出了有益实践探索。 China's economy has shifted from a stage of high-speed growth to a stage of high-quality development.Accelerating the transformation and development of resource-based cities is not only an inevitable requirement to implement the new development concept,but also a key choice for accelerating the transformation of old and new drivers of economic development.Qian'an is a typical resourcebased city that thrives on mining and steel.The non-renewable iron ore resources,former mining subsidence areas and quarrying holes have become the pain points and“scars”of the city's transformation.In recent years,Qian'an has vigorously implemented the innovation-driven development strategy,actively promoted the construction of ecological civilization,adhered to“technology-led,green rise”,realized the transformation from“grey steel city”to“industrial new city”and“ecological green city”,and made beneficial practical explorations on the transformation path of iron and steel resource-based cities.
