凤城市绿色经济区建设研究

Research on Construction of Fengcheng Green Economic Zone

在我国生态文明建设加速推进、高质量绿色发展成为经济结构转型升级关键推动力的背景下,凭借得天独厚的自然禀赋和历史悠久的产业基础,凤城市绿色经济区建设充满了新机遇,但在绿色发展的认识程度、发展水平、体制机制方面还面临不小挑战。为此,凤城市要严守生态安全的底线,通过做优绿色生态农业、推动绿色低碳工业发展、推进国家全域旅游示范区建设,突出区域特色,优化空间布局。应利用好国家、区域、省、市各个层面的规划、行动方案,增强绿色发展意识,加快构建绿色产业体系,融入新发展格局,探索出行之有效、可复制推广的绿色发展模式,初步建成辽东绿色经济区样板区和东北东部绿色发展示范县。

Under the background that the construction of ecological civilization in China is accelerating and high-quality green development has become the key driving force for the transformation and upgrading of economic structure,the construction of Fengcheng green economic zone is full of new opportunities with its unique natural endowment and long-standing industrial foundation.However,there are still many challenges in the understanding,development level and institutional mechanism of green development.Therefore,we must strictly abide by the bottom line of ecological security,highlight regional characteristics and optimize spatial layout by optimizing green ecological industries,promoting the development of green low-carbon industries,and promoting the construction of national global tourism demonstration zones.We should make good use of the planning and action plans at all levels of the country,region,province and city,enhance the awareness of green development,accelerate the construction of green industrial system,integrate into the new development pattern,explore an effective and replicable green development model,and initially build a model area of green economic zone in eastern Liaoning and a demonstration county of green development in eastern Northeast China.
