Internet Governance and Regulation in the Era of"Techlash":A Literature Analysis of Five Frontier Topics

随着全球互联网治理进入“技术后冲”时代,无论是现实实践还是学术研究都出现了两个明显的转向:以政府监管替代平台自治、以民族国家的治理经验替代全球治理模式。从2022年国际学术期刊发表的与互联网治理相关的论文提炼出五大主题进行综述与评析,在数字治理路径的多轨化趋势、平台治理三角模型中政府角色的凸显、数字治理研究的“基础设施转向”、互联网的全球性与民族国家治理模式、全球南方的显现五个维度的理论框架下回顾和总结互联网治理的趋势与路径。

In the era of“Techlash”,the evolution of the Internet governance has presented two shifits in both academic research and industry practices:government supervision instead of platform autonomy and nation-state regulations instead of global governance.In this paper,five major themes are by summarized from reviewing Internet governance related studies published in international academic journals in 2022,including the multi-track trend of digital governance,the increasing prominence of the government in the platform governance triangle,the“infrastructure shift”in digital governance research,Internet’s global nature and nationstate governance models,as well as the emergence of the Global South in the academic filed.
