赋能与革新:融媒体中心与新时代文明实践中心一体化建设的功能价值、在地经验与现实路径

Empowerment and Innovation:The Intrinsic Dynamics,Local Experience and Realistic Path of the Integration Construction of Convergence Media Center and New Age Civilization Practice Center

乡村振兴背景下,深入推进各级融媒体中心与新时代文明实践中心一体化建设正逐渐成为创新基层社会治理模式与治理格局的重要命题,旨在通过双向赋能不断突出精神文明建设成果,提升融合发展效能。基于华东地区J市“融媒+文明”试点中心建设的个案调查与追踪,分析两中心双向赋能的在地经验。研究发现:融媒体中心与文明实践中心在融合过程中要充分发挥矩阵优势,强化数据与智慧思维;探索“人民/用户协同+政务/服务协同”的发展模式,重建数字乡村治理管理新体系。以融媒建设为文明实践运行提供示范,用实践反哺保障媒体运转,二者共同发力推进基层社会媒介化和治理现代化进程。

In the context of rural revitalization,the integrated construction of convergence media centers and new-age civilization practice centers are gradually becoming the important proposition to innovate grassroots social governance mode and governance pattern,aiming to continuously highlight the achievements of spiritual civilization construction and enhance the effectiveness of integrated development through two-way empowerment.Based on the case investigation and tracking of the construction of the pilot center of"integrated media+civilization"in J city of East China,the practical experience of the two centers'two-way empowerment is analyzed.The study finds that county-level integrated media centers and civilization practice centers should give full play to the advantages of the matrix in the process of integration,strengthen data and wisdom thinking,explore the development mode of"people/user synergy+government/service synergy",and rebuild a new system of digital rural governance management.The fusion media construction provides demonstration for civilization practice operation,and the practice feeds back to guarantee media operation,both of which work together to promote the process of grassroots social media and governance modernization.
