摘要
该文采用超效率SBM模型测度了2000—2019年西北地区的绿色发展效率,结合Dagum基尼系数考察绿色发展效率的区域差异,并使用GML指数及其分解指数对绿色发展效率的动态演变情况及变动来源进行分析。结果显示:西北地区的绿色发展效率不高且存在较大的区域差异;研究期内西北地区的绿色发展效率获得了正向增长,增长的主要源泉来自于技术进步的驱动。同时,该文实证分析了西北地区绿色发展效率的影响因素,发现技术创新水平、城镇化水平和环境规制力度对西北地区绿色发展效率的提高具有正向促进作用,经济发展水平和对外开放程度则对西北地区绿色发展效率的提高产生负面抑制影响,产业结构因素对西北地区绿色发展效率尚未产生显著影响。最后,该文结合研究结论提出了提高西北地区绿色发展效率的政策建议。
In our research we use the Super-SBM model to measure the green development efficiency in northwest China from 2000 to 2019 to examine the regional differences of green development efficiency combined with Dagum Gini coefficient and we also use GML index and its decomposition index to analyze the dynamic evolution and changing sources of green development efficiency.The results show that the green development efficiency in Northwest China is relatively low and there are significant regional differences.During the research period,the green development efficiency in Northwest China has increased,which is mainly driven by technological progress.At the same time,we empirically analyzes the factors affecting the green development efficiency in Northwest China,and find that the level of technological innovation,the level of urbanization and the intensity of environmental regulation play a positive role in improving the efficiency of green development in Northwest China.On the other hand,the level of economic development and the level of openness have a negative impact on the green development efficiency in Northwest China,while the impact of industrial structure on the green development efficiency is not obvious.Finally,combined with the research conclusions,we put forward some policy suggestions to improve the green development efficiency of Northwest China.
