以高水平对外开放推动构建新发展格局——中国进口贸易发展视角

高质量发展是全面建设社会主义现代化国家的首要任务,是中国式现代化的本质要求。加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局是新时代我国实现高质量发展的重要战略部署,也是推进和拓展中国式现代化的重要手段。纵观中国经济发展历程,积极扩大进口作为我国高水平对外开放的有力举措,对推动构建新发展格局发挥着重要作用。一方面,积极扩大进口有利于促进国内生产创新、扩大国内分配基础、提升国内流通效率、带动国内消费升级,从而提高国内大循环的内生动力和可靠性;另一方面,积极扩大进口可以通过促进国内国际产业相融、资源共享、市场联通和规则相通,提升国际循环的质量和水平,实现国内国际双循环的相互促进。

Pursuing high-quality development is the primary task of building a socialist modern country and an essential requirement of Chinese modernization,as highlighted in the report of the 20th National Congress of the Communist Party of China.Accelerating the establishment of the new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other is an important strategic deployment for China to achieve high-quality development in the new era and promote Chinese modernization.Throughout the history of China's economic development,actively expanding imports,as an important measure of China's high-level opening up,plays a vital role in both domestic and international circulation.On the one hand,actively expanding imports is conducive to promoting domestic production innovation,expanding domestic distribution base,improving domestic circulation efficiency,and driving domestic consumption upgrading,thereby enhancing the endogenous power and reliability of the domestic circulation.On the other hand,actively expanding imports can improve the quality and level of international circulation and realize mutual promotion of domestic and international dual circulation by promoting the integration of domestic and international industries,resource sharing,market connectivity,and rule connectivity.
