数字乡村治理的系统集成改革及其风险规避

System Integration Reform and Risk Avoidance of Digital Rural Governance

乡村社会复杂的网络结构之中分散着技术化的和制度化的各类治理要素,链接着多元化主体之间纷繁复杂的互动关系,塑造乡村社会系统的共建共治共享的有序功能结构。其中,参与性、智慧化、协同化是当代中国数字乡村建设政策设计有效落地的三大重要要素,三者之间的融合互动共同形成了数字乡村治理的基础性条件。作为中国制度场景下乡村治理体系优化的一种尝试,乡村系统集成改革通过吸纳式参与、智慧化赋能、嵌入式协同,塑造乡村的多元化治理结构,形成乡村数字化治理平台,融合乡村的多层次治理效能。但数字乡村建设仍要避免陷入运动式集成改革的窠臼,进一步打破数字化主义集成改革的桎梏,超越系统集成的“合成谬误”,形成更具包容性的乡村建设合力。

In the complex network structure of rural society,there are various kinds of technical and institutional governance elements scattered,which link the complex interaction between diverse subjects,and shape the orderly functional structure of co-construction,co-governance and sharing of rural social system.Among them,participation,intelligence and synergy are the three important elements for the effective implementation of the policy design of contemporary China’s digital rural construction.The integration and interaction among the three forms the basic conditions for digital rural governance.As an attempt to optimize the rural governance system in the context of China’s system,the rural system integration reform shapes the diversified governance structure of the village,forms the rural digital governance platform,and integrates the multi-level governance efficiency of the village through absorptive participation,intelligent empowerment,and embedded collaboration.However,the construction of digital village still needs to avoid falling into the pattern of campaign-style integration reform,further break the shackles of digitalism integration reform,go beyond the“Fallacy of Composition”,and make rural construction more inclusive.
