“公地悲剧”视域下海洋资源及传统区域品牌问题分析

Analysis of Marine Resources and Traditional Regional Brand from the Perspective of"Tragedy of the Commons"

公共资源管理成为我国治理中重要的内容。公共资源缺乏管理或管理不当是导致“公地悲剧”发生的重要原因。同时,“公地悲剧”也是国家治理的难题之一,“公地悲剧”治理模式也正向多主体协同治理模式演化。本文通过对“海洋公地”“传统区域品牌公地”两个案例进行分析,得出公共资源“公地悲剧”的治理需完全发挥政府治理模式的主导作用以及培育社会组织自主性的治理职能,制定与完善“公地悲剧”治理的法律法规来增强人民的力量。通过采用多主体协同治理模式,实现各种治理模式优势互补,将公地危机转化为公地福祉。

Public resource management is an important part of national governance.The lack or improper management of public resources is an important reason lor tbe"Tragedy of the Commons".At the same time,"Tragedy of the Commons"is also one of the difficult problems in the national governance.The analysis of the governance model of"Tragedy of the Commons"shows that the governance of"Tragedy of the Commons"of public resources should give full play to the leading role of the government governance model and cultivate the independent governance function of social organi7ations,and formulate and improve the laws and regulations of the governance of"Tragedy of the Commons"to enhance the power of the people.It is also evolving into multi-subject collaborative governance model.In this paper,through the two cases of"Marine Commons"and"Traditional Regional Brand Commons",the multi-subject collaborative governance mode is adopted to realize the complementary advantages of various governance modes and transform the crisis of the commons into the well-being of the commons.
