Safety Management of Gas Cylinders in Laboratories Based on Objective Control Measures

目标控制措施是取得目标控制理想成果的重要手段。基于项目管理的理念,将项目目标控制中的组织措施、技术措施、经济措施、管理措施、合同措施运用到气瓶采购、存放、使用、处置周期管理中,形成气瓶管理新思路,达到科学和规范管理的目的。结合我校气瓶管理实际,重点介绍气瓶安全管理的责任体系和制度建设、存放和使用阶段所采取的技术和气瓶管理信息化建设、经费投入、安全检查和隐患整改、档案管理等环节所采取的措施。从组织、技术、经济、管理和合同5个方面构建以安全为目标的气瓶安全管理体系,为高校气瓶安全管理提供参考。

Objective control measures are important means to achieve the ideal results of objective control.The objective control of organizational measures,technical measures,economic measures,management measures and contract measures are applied to the cycle management of the gas cylinders in the procurement,storage,use of cylinders and disposal based on the management concept of project management,forming the new idea of gas cylinders management to achieve the purpose of scientific and standardized management.In combination with the management practice of gas cylinders,this paper expounds upon the measures of gas cylinders safety management responsibility system and system construction,gas storage and use of the phase of technology and information construction of gas cylinders management,funding investment,safety inspection and hidden danger rectification,and file management.This paper constructs safety management system of gas cylinders from five aspects such as organization,technology,economy,management,and contract to provide reference for the safety management of gas cylinders in universities.
