摘要
建设高质量基础教育体系是建设高质量教育体系的关键。政府、中小学、社会是支撑基础教育运行的三大主体,也是保障基础教育质量的三种力量。社会保障基础教育质量的特征主要有保障主体的多元性与情境多样性、保障作用的积极性与消极性、保障过程的自觉性与离散性、保障机制的间接性与软制约、保障效应的深刻性与长期性。社会保障作用发挥的主要途径有市场经济的支持与引导、民众问责与舆论监督、社会中介组织的评价与帮扶。实现社会保障作用的路径是转变治理理念,建构社会力量保障基础教育的合作监控机制;发挥“自觉性”,建构基于社会质量需求的基础教育质量持续改进机制;完善市场与利用社会中介组织,整合社会保障基础教育质量力量。
Establishing a high-quality basic education system,which is key to building a high-quality education system,is an important task for the development of education in the new era.The government,primary and secondary schools and the society are the three main bodies in the operation of basic education,as well as the three forces to assure the quality of basic education.The characteristics of the social forces guaranteeing the basic education quality are the pluralism of the influence subject and the diversity of means,positive and negative effects of influence,initiative and discreteness effects of influence,indirect and soft constraints of influence mechanism,the depth and long-term nature of the effect.The society assurance is realized by support and guidance of market economy,public accountability and public opinion supervision,evaluation and assistance of social intermediary organizations.The path to realize the role of social security are following:changing the idea of governance and constructing the mechanism of social forces to guarantee basic education;taking initiative and constructing the continuous improvement mechanism of basic education quality based on social quality demand;perfecting the market and the using of social intermediary organizations to integrate the social security basic education quality force.
