“五社联动”嵌入“时间银行”养老模式可行性研究——以青岛市为例

Feasibility Study on Embedding“Five-social Linkage”into“Time Bank”Pension Model——Taking Qingdao as an example

“时间银行”养老模式是我国积极应对人口老龄化问题的重要探索,但经过二十多年的发展,仍处于区域内的试点阶段。“五社联动”具有多方主体协同治理、优化资源配置等特征,在“时间银行”养老模式的未来发展中具有较好嵌入前景。文章以青岛市“时间银行”养老模式的发展现状为例,对“五社联动”嵌入“时间银行”养老模式的必要性和可行性进行合理性分析,发现两者理念高度契合、具备嵌入的政策支持、实践经验和发展路径,有助于打造“共建共治共享”的老龄社会治理格局。

“Time Bank”pension model is an important exploration for China to actively deal with the problem of population aging,but after more than 20 years of development,it is still in the pilot stage in the region.“Fivesocial Linkage”has the characteristics of multi-party cooperative governance and optimized resource allocation,and has a good embedded prospect in the future development of“time bank”pension model.Taking the development status of the“time bank”pension model in Qingdao as an example,this paper analyzes the necessity and feasibility of embedding the“five-social linkage”into the“time bank”pension model,and finds that the two concepts are highly compatible,with embedded policy support,practical experience and development path,which is helpful to create a governance pattern for the elderly society.
