数字化改革背景下综合测绘改革的思考与实现——以杭州为例

Thinking and Realization of Innovative Comprehensive Surveyingand Mapping Reform Under the Background of Digital Reform--Take Hangzhou as an Example

随着政府不断深化“放管服”改革,开展优化营商环境的工作,综合测绘(多测合一)作为工程建设项目审批制度改革当中的重大改革事项之一,在全国各地随着审批制度改革推进同步展开。杭州市规划和自然资源局以数字化改革为契机,以构建整体智治体系理念为指引,启动杭州市综合测绘管理系统建设,全面助力实行“一次委托、联合测绘、成果共享”、避免重复测绘的综合测绘改革。本文结合综合测绘管理系统建设实践,分析当前测绘业务存在的问题,阐述系统总体框架设计、应用体系设计以及主要功能,总结创新经验,为其他地方推进综合测绘改革提供“杭州样本”。

As the government continues to deepen the reform of“release,management and service”and carry out the work of optimizing the business environment,comprehensive surveying and mapping(integration of multiple surveys)is carried out simultaneously throughout the country.Taking the digital reform as an opportunity and guided by the concept of building an overall intelligent governance system,Hangzhou Municipal Bureau of Planning and Natural resources launched the construction of Hangzhou comprehensive surveying and mapping management system.Combined with the construction practice,this paper analyzes the problems existing in the current business,expounds the overall framework design,application system design and main functions of the system,summarizes innovative experience,and provides“Hangzhou sample”for promoting the reform in other places.
