作为技术保障部门,海关实验室是海关事业发展的关键环节,它的建设直接关系到海关行政执法的有效性,技术把关能力的高低直接影响海关执法工作水平,也关系到能否筑牢国门安全屏障。本文从海关技术把关的必要性、现状切入,分析存在的问题,从实施品牌战略、优化内部管理、统筹资源配置、构建检测体系等方面入手,对如何提升海关技术把关能力进行了思考与探索。

As a technical support department,the customs laboratory is the key link in the development of the customs.Its construction is directly related to the effectiveness of the customs administrative law enforcement.The level of the technical control ability directly affects the level of the customs law enforcement work,and also relates to whether the national security barrier can be built.This paper starts with the necessity and current situation of customs technical control,analyzes the existing problems,and starts with the implementation of brand strategy,optimization of internal management,overall planning of resource allocation,and construction of inspection system,and explores how to improve the customs technical control ability.
