武警部队与地方政府建立应急物资协同储备机制的探析

Exploration on Emergency Materials Reverse Coordination Mechanism between People's Armed Police and Local Government

考虑武警部队任务的性质和环境,其应急物资保障可以更多地使用地方资源。然而,着眼多部门、多领域、多方向的军地共同处理急难险重任务能力尚需加强,如何充分整合分别储备于武警部队和地方的应急物资,如何建立强有力的军地协同应急物资储备机制,仍是需要进一步进行研究的关键问题。文章从讨论应急物资协同储备的模式出发,探索军地协同的应急物资储备机制实施策略,梳理机制建立时可能面临的问题,并给出相应的解,以期为自然灾害情景下的军地协同应急物资储备体系的完善提出决策支持。

Considering the nature and environment of the armed police force's tasks,local resources can be used more for emergency material support.However,it is still necessary to strengthen the ability of the military and civilian to jointly deal with urgent,difficult,dangerous and heavy tasks in a multi-department,multi-field and multi-direction perspective.How to fully integrate the emergency materials separately stored in the armed police force and the local areas,and how to establish a strong military civilian coordination emergency material reserve mechanism are still key issues that need to be further studied.Starting from the discussion of the mode of emergency material collaborative reserve,this paper explores the implementation strategy of the military civilian collaborative emergency material reserve mechanism,sorts out the problems that may be faced when the mechanism is established,and gives the corresponding solutions,with a view to providing decision support for the improvement of the military civilian collaborative emergency material reserve system under the natural disaster scenario.
