长沙市公路交通发展评价及障碍因子分析

Evaluation and Obstacle Analysis of Highway Traffic Development in Changsha City

公路建设对于推进区域可持续发展具有重要作用。构建基于规模、结构、功能的公路交通发展评价指标体系,采用多因素综合评价模型、障碍度模型对长沙市2014~2019年公路交通发展水平及障碍因子进行了分析。结果表明:长沙市公路交通发展水平总体呈增强趋势,其发展指数值由2014年的0.3830提升至2019年的0.5753。准则层中的公路交通功能是制约公路交通发展的主要障碍因子;指标层中的公路建设投资完成额、公路客运量、公路客运周转量、公路货运量、公路货运周转量等是制约公路交通发展的主要障碍因子。为此,提出了促进长沙市公路交通高质量发展的关键在于优化公路交通功能,尤其是提升公路客运量和公路客运周转量。

Highway construction plays a crucial role in the promotion of regional sustainable development.This paper constructed a highway traffic development evaluation index system based on sizes,structures and functions.The models of the multi-factor comprehensive evaluation and obstacle degree were used to analyze highway traffic development level and obstacle factors in Changsha City from 2014 to 2019.The results show that:the highway traffic development presented an increasing trend on the whole,and its development index elevated from 0.3830 to 0.5753.Highway traffic functions in criterion layer were the main obstacle to improvement of highway traffic development.Completed highway construction investment,highway passenger traffic,highway passenger-kilometers,highway freight traffic and highway freight ton-kilometers in index layer were the main obstacles to improvement of highway traffic development.The keys to promote the high-quality development of highway traffic in Changsha City was to optimize highway traffic functions,especially enhancement of highway passenger traffic and highway passenger-kilometers.
