在各地推广高速公路差异化收费政策的背景下,从现状交通运行状态分析、未来交通需求预测、交通出行意向调查等方面研究分路段差异化收费方案的实施条件;明确高速公路不同用户主体对差异化收费方案制定的目标,提出分路段差异化收费方案制定方法;以广西柳武段高速公路为例进行多场景的差异化收费方案测算,提出在目前经济背景下,对三型货车、五型货车通行费率给予8折优化,其他车型费率不变,是保障柳武段运营公司通行费收入不降低,同时促进并行国道209出行者向高速公路转移,提升公路网运行效率和安全性的有效差异化收费方案.

Under the background of promoting differentiated toll collection policies on expressways,the implementation conditions of differentiated toll collection schemes by road section were studied from the aspects of analysis of current traffic operation status,future traffic demand forecast,and traffic travel intention survey.Clarify the objectives of different user entities of expressways to formulate differentiated toll schemes,and propose methods for formulating differentiated toll schemes by road section;Taking the Liuwu section expressway in Guangxi as an example,it is proposed that under the current economic background,the toll rates of type three trucks and type five trucks will be optimized by 20%,and the rates of other models will remain unchanged,which is an effective differentiated toll scheme to ensure that the toll revenue of the operating company of the Liuwu section is not reduced,and at the same time promote the transfer of parallel National Highway 209 travelers to the expressway and improve the operation efficiency and safety of the highway network.
