中国崛起背景下侨务公共外交的功能、限制因素及对策

The Function,Limiting Factors and Countermeasures of Public Diplomacy in Overseas Chinese Affairs against the Background of China’s Rise

侨务公共外交有助于解释中国的政治文化,传递和平崛起的战略信念;提升文化软实力,传递中国和合文化的价值理念;传递共赢互利信号,推动中国对外经济互惠合作。然而,在中国崛起的背景下,大量的新移民及其经济行为引发当地主流社会的焦虑,西方对华存在负面的舆论导向,部分华人精英对中国社会性成长存在反向意见。优化侨务公共外交政策,一是通过构建和谐侨社,推动新移民与当地民众的族际沟通;二是巧用涉侨信息交流平台与华文媒体,加强对中外合作项目的普惠性宣传;三是建立互访机制,发挥华人精英的双重文化背景及解读中国政治文化的独特作用。

Public diplomacy on overseas Chinese affairs helps to explain China’s political culture,convey the strategic belief of China’s peaceful rise,enhance its cultural soft power and pass on the values of Chinese‘harmony’culture,deliver win-win and mutually beneficial signals,and promote mutually beneficial economic cooperation between China and other countries.However,in the context of the rise of China,a large number of new immigrants and their economic behaviors have caused anxiety in the local mainstream society.There are negative public opinions in the west towards China,and some overseas Chinese elites have opposite opinions on the social growth of China.To optimize the public foreign policy on overseas Chinese affairs,firstly,overseas Chinese should promote the inter-ethnic communication between new im-migrants and local people by building harmonious overseas Chinese communities;secondly,they should make good use of information exchange platforms and Chinese media to promote the inclusive advocacy of Sino-foreign cooperation projects;thirdly,they should establish a reciprocal visit mechanism to give play to the dual cultural background of Chinese elites and their unique role in interpreting Chinese political culture.
