智能化时代国家安全情报流程模型研究

Research on the National Security Intelligence Process Model in the Intelligent Age

[研究目的]智能化时代,国家安全情报行业诞生最早、最有影响力的“情报周期”模型局限性愈发明显,需要构建新的、适应时代需求的国家安全情报流程模型。[研究方法]利用文献分析与对比分析法,在梳理与评析“情报周期”模型理论争鸣的基础上,思考其在智能化时代的局限性,并依此提出了“以问题为中心”的情报流程模型。[研究结论]情报流程模型是对现实情报工作的抽象,指导着情报机构的日常工作与理论研究,因此,情报流程模型必须不断更新以体现智能化时代国家安全情报工作的特点。“以问题为中心”的情报流程模型将建立在人机智能系统平台之上,以“问题”为驱动力,涵盖“数据全源获取”“数据融合管理”“分布协作研判”“交互定制服务”环节,而以数据安全为核心的“反情报”贯穿始终。

[Research purpose]In the intelligent age,the earliest and most influential"intelligence cycle"model in the national security intelligence industry has become more and more limited.It is necessary to build a new national security intelligence process model which adapts to the needs of the times.[Research method]Based on documentary analysis and comparative analysis,this paper reviews and analyzes the theoretical controversy of the"intelligence cycle"model,considers its applicability in the intelligent age,and puts forward the"problem-centric"intelligence process model.[Research conclusion]The intelligence process model is the abstraction of the actual intelligence work,and guides the daily work of intelligence agencies and related theoretical research.Therefore,the intelligence process model must be continuously updated to reflect the characteristics of national security intelligence work of the intelligent age.The"problem-centric"intelligence process model will be based on the human-machine intelligent system platforms,driven by"problems",covering"all-source collection of data","data fusion management","distributed collaborative analysis"and"interactive customization services".At the same time,"counterintelligence",which is centered on data security,will run through the model.
