面向关键核心技术领域的科技情报感知服务体系构建研究 被引量:5

摘要 [研究目的]面对关键核心技术受制于人的局面,研究将情报感知的全过程融入科技情报服务体系中,提出面向关键核心技术的科技情报感知服务体系,以期有效引导我国关键核心技术的攻关,实现高水平科技自立自强。[研究方法]研究对我国关键核心技术领域的情报感知研究现状予以分析并指出问题,提出情报主体间的协同模式,并对情报感知的各个阶段,包括情报采集、扫描、识别、刻画、评估等进行详细描述,分别提出针对关键核心技术的扫描指标、识别模式、监测体系、技术导航,最终通过实证分析论证科技情报体系的有效性。[研究结论]关键核心技术领域情报感知服务体系能够有效促进情报主体间的协同合作,为关键核心技术的攻关提供指导。研究所提出的情报采集模式有助于识别科技弱信号,通过情报刻画与评估能够准确分析技术演化路线与技术关联,最终形成情报产品,为国家科技管理与相关决策部门提供情报支持。 [Research purpose]Facing the situation that key core technologies are controlled by others,this paper explores how to integrate the whole process of information perception into the scientific and technological information service system,and puts forward a scientific and technological information perception service system oriented to key core technologies,in order to effectively guide the research of key core technologies in China and achieve high-level scientific and technological self-reliance.[Research method]This research analyzed the current situation of information perception research in the key core technology field in China and pointed out the problems,proposed the coordination mode among information subjects,described in detail the various stages of information perception,including information collection,scanning,identification,characterization,evaluation,and proposed the scanning index,identification mode,monitoring system,and technical navigation for the key core technology.Finally,the effectiveness of scientific and technological information system is demonstrated through empirical analysis.[Research conclusion]The intelligence perception service system in the key core technology field can effectively promote the collaborative cooperation among intelligence subjects and provide guidance for tackling key core technologies.The information acquisition mode proposed by this research is helpful to identify the weak signals of science and technology.Through information description and evaluation,it can accurately analyze the technology evolution route and technology correlation,and finally form intelligence products,providing intelligence support for national science and technology management and relevant decision-making departments.
