论新时代家庭教育指导服务体系构建的现实困境与应对策略——基于《中华人民共和国家庭教育促进法》的思考

On the Realistic Dilemma of the Construction of Family Education Guidance Service System in the New Era and Coping Strategies:Thinking Based on the Family Education Promotion Law of the People’s Republic of China

当前我国覆盖城乡的家庭教育指导服务体系尚未成熟,在构建过程中存在网络建设不平衡、政府职能发挥不充分、指导服务不完善等困境,亟待解决。因此,政府及相关部门需从体系的构建困境及其背后的问题根源入手,完善家庭教育政策法律体系及运行保障机制、健全培养管理制度促队伍专业化、协同多方力量提供多元精准指导服务、加强制度顶层设计建设监督评估机制,系统地构建覆盖城乡的家庭教育指导服务体系。

The current family education guidance service system covering both urban and rural areas in China is not yet mature,and in the process of construction,there are still difficulties such as imbalanced network construction,insufficient government functions,and incomplete guidance services that need to be urgently addressed.Therefore,the government and relevant departments need to start from the difficulties in system construction and the root causes of the problems behind it,improve the legal and policies system and operational guarantee mechanism of family education,improve the training and management system to promote team professionalization,collaborate with multiple forces to provide diverse and accurate guidance services,strengthen the top-level design and construction supervision and evaluation mechanism of the system,to systematically build a family education guidance service system that covers urban and rural areas.
