环保督察制度运作机理与效用逻辑探析——双轨耦合的分析视角

Analysis on the Operation Mechanism and Utility Logic of Environmental Inspection:The Analysis Perspective of Dual Track Coupling

中央环保督察作为我国生态文明建设的一项核心制度安排,在推动地方落实环境保护责任、改进生态环境质量等方面发挥了重要作用。本研究基于环境督察全过程,在科层治理与运动式治理既有研究基础上,构建了一个“科层-运动”双轨耦合的分析框架,观察中央环保督察在J省的具体实施情况。研究发现:环保督察呈现出科层与运动混合化的治理逻辑,环保督察前期科层组织体系对运动式治理要素的“吸纳”,环保督察整改过程中科层与运动的“共生”以及环保督察结束后二者的“良性互动”,共同推动了地方环境治理行为逻辑的调适与变化,有效提升了环境治理效用。双轨耦合治理逻辑下的环保督察,发挥出科层治理与运动式治理的双重优势,既为地方的环境治理提供了动力来源,又保障了其组织规范,进而实现了解决突出生态环境问题与推动经济绿色发展转型的双重治理目标。

As a core institutional arrangement to promote the construction of ecological civilization in China,the environmental inspection plays an important role in improving local environmental governance and the quality of ecological environment.Based on the existing research on hierarchical governance and campaign-style governance,this article constructs a“hierarchy-campaign”dual track coupling analysis framework to observe the specific implementation of central environmental inspection in J province.Through research,it has been found that the environmental inspection has presented a mixed governance logic of hierarchy and campaign-style.The“absorption”of campaign-style governance elements by the bureaucratic system in the early stage of environmental inspection,the“symbiosis”between the hierarchy and campaign during the rectification process of environmental inspection,and the“positive interaction”between the two after the end of environmental inspection jointly promote the adjustment and change of local environmental governance behavior logic.This enhances the utility of environmental governance effectively.Under the governance logic of dual track coupling,environmental inspection exerts the dual advantages of hierarchical governance and campaign-style governance.This not only provides a source of motivation for local environmental governance but also ensures its organizational norms.Furthermore,the dual governance goals of solving the outstanding environmental problems and promoting the green economic development transformation have been achieved.
