摘要
“全过程咨询”对提升工程建设效率和项目绩效具有重大意义,公众参与监督能弥补政府监管的不足,激发企业履行社会责任.本文构建了包含政府监管部门、全过程咨询方、施工方以及公众的四方动态演化博弈模型,分析了各方行为策略的渐进稳定条件,探讨了相关参数变化对四方策略选择的影响.研究结果表明,上级政府的问责能够提升监管部门的监管力度,增强项目参与方积极行为的稳健性;监管部门增强奖惩力度能够敦促全过程咨询方积极介入项目管控、施工方履约优质施工;监管部门通过转移支付激励公众参与监督能够促进各方主体策略的积极演化.最后,利用MATLAB对模型中关键影响因素进行了仿真分析,表明了研究结论的合理性,并为完善重大基础工程管理体系提供了参考建议.
The whole-process consultation plays a key role in improving the efficiency of engineering construction and project performance,and public paticipation in supervision can make up for the lack of goverment supervision and stimulate enterprises to actively fulfill their social responsi bilities.This research develops a quadri-partite dynamic evolutionary game model,which includes four players of the goverment supervision department,the whole-process consultant,the construction party and the public,analyzes the asymptotic stability conditions of each player's behavior strategy,and discusses the influences when the parameters of quadripartite strategy changed.The research results show that the accountability of the superior govermment can work to prevent the dereliction of duty of the regulatory aut horities and improve the stability of the active behaviors of the relevant project paticipants;the increase of incentives,penalties and reputational influences can contribute to the active involve-ment by the whole process consultant and the active implementation of compliance by construction party;the gov-ernment regulator can increase the incentives for effective supervision of the public through transfer payments to promote the positive evolution of all players'strategies.At the end of this paper,we simulate the key influencing factors in the model via MATLAB,and the results confirm that the conclusions of this research are reasonable and effective,which can provide valuable countermeasures and guidelines for improving the management system ol major infrastructure projects.
