水稻“科企产政”模式的创新与应用 被引量:2

Innovation and Application of"Institute,Enterprise,Producer and Administration"Collaborative Technology Demonstration and Promotion Model of Rice Production

摘要 “科企产政”是近年创新的一种水稻生产技术推广模式,其中“科”指科技研发单位,“企”指农业企业,“产”指水稻生产者,“政”指技术推广主管部门。应用创新的水稻“科企产政”协同示范推广模式,可充分发挥科研单位、农业企业、产业主体和行政主管部门的互利互促优势。专业合作社(简称“专合社”)示范优质杂交中稻690.7 hm^(2),平均产量9049.5kg/hm^(2),纯收入8 158.65元/hm^(2),比未采用“科企产政”模式的专业合作社(简称“模式外专合社”)增加纯收入4453.8元/hm^(2),增效120.22%。农业企业直销农资、回收稻谷和加工销售优质大米利税收入350.67万元,从专合社平均获利税5 827.2元/hm^(2)。目前,已推广该模式1.59万hm^(2),平均产量10 100.17 kg/hm^(2),比非示范区增产13.21%,社会效益与经济效益显著。 The model of the integration of''Institute,Enterprise,Producer and Administration''is an innovative model of rice production technology promotion in recent years,in which"Institute"refers to research institutes,"Enterprise"refers to agricultural enterprises,"Producer"refers to rice producers,and"Administration"refers to governmental administrative departments.The application of the innovative''Institute,Enterprises,Producer and Administration''collaborative technology demonstration and promotion model of rice production can take full advantages of mutual benefit and mutual promotion among research institutes,agricultural enterprises,industrial entities and administrative departments.The empirical analysis showed that the professional cooperatives(referred to as"specialized cooperatives")demonstrated high-quality medium hybrid rice 690.7 hm^(2),with an average yield of 9049.5 kg/hm 2 and net income of 8158.65 yuan/hm^(2),which increased net income of 4453.8 yuan/hm 2 with an increased efficiency by 120.22%compared with the professional cooperatives that did not adopt the model of"Institute,Enterprise,Producer and Administration"(referred to as"model-outside specialized cooperatives").The agricultural enterprises earned 3.5067 million yuan in profits and taxes from direct selling of agricultural supplies,repurchasing paddy to process and sell high-quality milled rice,with an average profit and tax of 5827.2 yuan/hm^(2) from the specialized cooperatives.Until now,this model has been extended to 15900 hm^(2),with an average yield of 10100.17 kg/hm 2,which is 13.21%higher than that of the non-demonstration area,showing significant social and economic benefits.
