港澳历史建筑活化模式比较与启示

Comparison of Revitalization Models of Historic Buildings in Hong Kong and Macao and Implications

香港地区采取以“活化历史建筑伙伴计划”为核心的活化模式;澳门地区采取政府主导、多方参与的分期递进活化模式。经比较:前者以建立政府、社会机构、专业人士等三者独特的“伙伴关系”为特色,后者基于都市再生理念,以“政府主导、多方参与、分期递进”为特色;二者都存在政府重视度高、组织管理和决策咨询机制完善、法律保障体系完备、资金充裕、社会参与度高、活化成果共享度高等共同特点。在文旅融合大背景下,在总结港澳历史建筑活化实践经验和结合国内相关政策制度基础上,提出“高度重视、专门管理;科学规划、合理设计;以用促保、持续发展”的历史建筑保护和活化策略,以期为粤港澳大湾区乃至我国历史建筑保护与活化工作提供有益的实践案例及经验借鉴。

Hong Kong region adopts the"Revitalizing Historic Buildings Through Partnership Scheme"as its core revitalization model,while Macao region adopts a government-led,multi-participant and progressive revitalization model.The former is characterized by the establishment of a unique"partnership"among the government,social organizations and professionals,while the latter is based on the concept of urban regeneration and is characterized by"government-led,multi-participation and phased approach".The latter is based on the concept of urban regeneration and is characterized by"government-led,multi-participation and phased progression".In the context of cultural and tourism integration,based on the summary of the practical experience of revitalization of historical buildings in Hong Kong and Macao and the relevant domestic policies and systems,we propose a strategy for the conservation and revitalization of historical buildings,which is"attaching great importance to special management;scientific planning and rational design;using for preservation and sustainable development",with a view to providing useful practical examples for the conservation and revitalization of historical buildings in the Guangdong-Hong Kong-Macao Bay Area and even in China.It is expected to provide useful practical examples and experience for the conservation and revitalization of historical buildings in Guangdong,Hong Kong and Macao,and even in China.
