From Closed Community to Open Neighborhood:Urban Community Restructuring and Governance Reconstruction

以陈家湖社区的街区制改革实践为例,分析从封闭小区到开放街区及基层治理转型过程中的矛盾、困难和问题及其化解之道。小区开放及开放街区建设不仅是小区物理空间的开放,也是社区社会空间、组织空间、权力空间、管理空间和认同空间的重构;不仅涉及到居民生活便利与安全,也涉及到居民的权益和社区的公共产权和治权;不仅需要对社区组织、管理、服务以及资源和权力的重组和创新,也需要城市基层治理体制和治理方式的变革。

This paper takes the practice of block system reform in Chenjiahu Community as an example to analyze the contradictions,difficulties and problems in transition from closed communities to open blocks,and in transition of the grassroots governance,and the solutions for such difficulties.The opening of residential communities and the construction of open blocks is not only the opening of physical space,but also the reconstruction of community social space,organizational space,power space,management space,and identity space.It involves not only the convenience and safety of residents’lives,but also the rights of residents and the public property and governance rights of the community.It not only requires the restructuring and innovation of community organization,management,services,resources,and power,but also requires changes in the urban grassroots governance system and governance methods.
