摘要
“双减”作为新时代推进教育公平、减轻教育焦虑的关键改革,其政策受众理解、接受、遵从政策的程度是“双减”政策能否有效执行、目标能否实现的核心要素。研究在充分肯定“双减”的政策理性和科学辨析其受众群体的基础上,引入理性选择理论解构分析“双减”政策受众的利益诉求,将之类聚与分化为秩序化呈现与个性化彰显两个层面,并进一步从集体理性与个体理性的角度探讨政策受众与政策执行主体之间的四重博弈逻辑。在此基础上,将“双减”政策受众行动理性建构的递进层次分为行动利益的并轨、行动文化的整合与行动理性的维持三个方面,并由此推进全观视野下的科学化政策执行策略。
In the new era,“Double Reduction”is a key reform focusing on promoting education equity and alleviating educational anxiety.The core indicators of the effective implementation and acceptance of the policy are the extent to which the policy audience understands,accepts,and complies with the policy.On the basis of fully affirming the policy rationality of the“Double Reduction”and scientifically identifying its audience groups,this study applies Rational Choice Theory to deconstruct and analyze the interest demands of the audience of“Double Reduction”policy,and divides it into orderly presentation and personalized display.Then further explores the fourfold game logic between policy audiences and policy executives from the perspective of collective rationality and individual rationality.Therefore,the progressive levels of“Double Reduction”audience’s action rationality construction are divided into three aspects:the integration of action interests,the construction of action culture and the maintenance of action rationality,and thus promote a comprehensive and scientific policy implementation.
