Theoretical Analysis on Expanding High⁃Standard Opening up

统筹中华民族伟大复兴战略全局和世界百年未有之大变局,客观要求现有开放模式作出适应性调整。与以往相比,高水平对外开放具有范围更大、领域更宽、层次更深的特点。在全面建设社会主义现代化国家新征程上,高水平对外开放有利于拓展中国式现代化建设的要素空间、动力空间、国际空间、活力空间、安全空间。如何更好地推动高水平对外开放,党的二十大报告作出重大部署,概括起来就是要在立足新发展阶段、贯彻新发展理念、构建新发展格局中,推动更大范围、更宽领域、更深层次、更加主动、更为可控的全面开放战略,努力打造全面开放新格局,建设开放型经济新体制,再塑国际竞争新优势。

As a basic national policy,opening up to the outside world is the way to promote China's economic prosperity.However,with the gradual loss of low⁃cost competitive advantages caused by the rising costs of productive factors,China's original advantages of opening up have dwindled under such external conditions as weakening external demands,rising trade protectionism,intensifying international economic and trade frictions,changing world economic pattern of‘rising in the South while declining in the North’,and the rise of anti⁃globalization and the return of realism in developed countries,which objectively require a change to the existing pattern for opening up in order to pursue a strategy of national rejuvenation amid global changes of a magnitude not seen in a century.Thus,the 20th National Congress of the Communist Party of China makes a major strategy to expand high⁃standard opening up and Chinese modernization.Based on a number of landmark events,this paper systematically reviews the course of China's opening up and finds that high-standard opening up has the characteristics of broader agenda,more areas and greater depth.On a new journey toward building a modern socialist country in all respects in China,high⁃standard opening up is conducive to expanding the space of factor,power,international,vitality and security.And how to better promote high⁃standard opening up?In summary,In the process of applied a new development philosophy and fostered a new pattern of development,it is to advance a broader agenda of opening up across more areas and in greater depth and pursue a more proactive and controllable opening up strategy,in order to develop new systems for a high⁃standard open economy and reshape new advantages in the international competitions.This paper contributes to the existing literature from three aspects.First,it analyzes the current domestic and international environments and sorts out inadaptability of original pattern for opening up,which will help to understand why China expand high⁃standard opening up.Second,on a new journey toward building a modern socialist country,this paper holds that expanding high⁃standard opening up is conducive to expanding the development space of Chinese modernization,which can provide a new perspective for stimulating the potential and vitality of China's future economy.Third,combining high⁃standard opening up with modernization drive,with China as the case,can also provide policy implications for other developing economies to improve the pattern for opening up.Our research,to a certain extent,reveals the inherent logic of promoting China's high⁃standard opening up,and helps the government make more targeted new policies for opening up,which can not only promote local economic development with the open economy,but also make greater contributions to turn China into a trader of quality.
