摘要
针对现行《水电工程费用构成及概(估)算费用标准》(2013年版)中给定的抽水蓄能电站预可行性研究阶段其他机电设备费、安装费指标与概算结果偏差较大的问题,笔者结合数十个抽水蓄能电站概(估)算数据,提出基于文化遗传算法优化倒S模型(CGA-SM)的其他机电设备费、安装费估算指标的修正方法,并给出推荐的指标范围。工程比对结果表明,该估算指标修正后的计算结果与概算较为接近。这说明该指标修正方法的有效性及可行性,可为标准修编提供参考依据。
In view of the large deviation between other electromechanical equipment costs and installation cost indexs during the pre-feasibility study stage of pumped storage power stations given in the current Cost Composition and Estimate Cost Standards for Hydropower Projects 2013 Version and the actual project budget results the authors propose a correction method for other electromechanical equipment costs and installation cost estimate indexs based on cultural genetic algorithm optimized inverted S model CGA-SM combining dozens of estimated data of pumped storage power stations and provide recommended indicator ranges.The engineering comparison results show that the revised calculation results of this estimate index are relatively close to the estimated budget.This indicates the effectiveness and feasibility of the indicator correction method which can provide a reference basis for standard revision.
