中国式现代化引领国土空间格局优化的理论逻辑、现实挑战与政策方向

Logic,Direction and Suggestions for Chinese Modernization to Lead the Construction of Territorial Spatial Pattern

中国式现代化既是引领中国实现高质量发展的根本方向,也是支撑中华民族伟大复兴的根本路径。从中国式现代化的五大本质特征出发,明确指出国土空间在承载规模巨大的人口体量、促进全体人民共同富裕、实现人与自然的和谐共生、提高物质文明与精神文明匹配程度、夯实和平崛起根基等方面都具有重要意义。在此基础上,结合中国式现代化引领国土空间格局所面临的现实挑战,运用区域利益概念,指出明确不同类型区域的功能定位以及探索可行的现代化发展路径、协调不同类型区域关系并构建科学合理且可持续的利益协调机制是中国式现代化进程面临的主要空间难题,并指出从区域利益共增到区域利益同增是破解这些难题的根本原则。最后,从国土空间规划的约束性、整体发展质量的方向性、国土承载能力的前提性、价值转化机制的工具性、利益协调机制的核心性等五个方面提出加快构建支撑中国式现代化的国土空间格局的具体建议。

Chinese-style modernization is both the fundamental direction leading China to achieve high-quality development and the fundamental path supporting the great rejuvenation of the Chinese nation.Starting from the five essential characteristics of Chinese-style modernization,it is clarified that national space is important in carrying a huge scale of population,promoting common prosperity for all people,realizing harmonious coexistence between human beings and nature,improving the degree of matching material and spiritual civilization,and consolidating the foundation of peaceful rise.On this basis,using the concept of regional interests,it is pointed out that clarifying the functional positioning of different types of regions and exploring feasible development paths for modernization,coordinating the relationship between different types of regions and building a scientific,reasonable and sustainable mechanism for coordinating interests are the main spatial problems faced by the Chinese modernization process,and it is pointed out that the fundamental principle to crack these problems is to move from the common increase of regional interests to the same increase of regional interests.Finally,specific suggestions for accelerating the construction of a national spatial pattern that supports Chinese-style modernization are put forward in five aspects:the binding nature of territorial spatial planning,the directionality of overall development quality,the prerequisite of territorial carrying capacity,the instrumentality of value transformation mechanism,and the core of interest coordination mechanism.
