Research on the Innovation Evaluation of Smart Services in New Think Tanks Based on Value Chain Theory

文章剖析新型智库智慧服务创新价值链,建立价值链视角下的新型智库智慧服务创新网络,在此基础上构建新型智库智慧服务创新评价指标体系,运用模糊层次分析法建立评价模型,选取五所新型智库进行实证分析。新型智库智慧服务创新评价体系包含服务环境创新、资源管理创新、服务内容创新与服务方式创新四个维度,以及10个一级指标,22个二级指标。实证分析发现,我国新型智库智慧服务创新水平一般,今后应从服务环境、资源管理、服务内容与服务方式四方面提升智慧服务创新水平,实现新型智库向各级政府决策部门提供有助于决策的思想产品的核心功能。

This paper examines the value chain of smart service innovation in think tanks and establishes a network for innovation in smart services from this perspective.Using this framework,a new evaluation index system for smart service innovation in new think tanks is developed,and a fuzzy hierarchical analysis method is used to establish an evaluation model.The study then empirically analyzes five new think tanks using this evaluation system.The evaluation system for smart service innovation in new think tanks comprises four dimensions:service environment innovation,resource management innovation,service content innovation,and service mode innovation.It includes 10 primary indicators and 22 secondary indicators.The empirical analysis shows that the level of smart service innovation in China's new think tanks is generally average,and that future improvements should focus on enhancing smart service innovation in the four areas of service environment,resource management,service content,and service mode,to realize the core function of the new think tanks to provide decision-making support to government departments at all levels.
