协同发展视角下的京津冀园区创新生态问题及解决路径 被引量:1

摘要 良好的创新生态是园区经济增长的“倍增器”。“十四五”时期,创新生态建设是京津冀园区协同发展的关键。通过归纳总结美国硅谷、上海张江高新区优化园区创新生态的典型案例,提出京津冀园区协同发展应重新审视园区创新生态问题,提出通过五大方面推动京津冀园区生态环境建设,即打造类中关村环境,推动天津产业园区融入京津冀科技创新生态圈;推动三地创新成果的协同转化,打造京津冀科技创新共同体;构建现代产业体系,推动优势产业向规模化、高端化发展,实现园区转型升级;加大人才引培力度,为园区持续创新发展做强支撑;打造交通便捷、职住平衡、产城融合的智慧生态新城承接高端人才。 The park innovation ecosystem is a complex with specific structures and functions within a certain space and time range,characterized by aggregation,integrity,hierarchy,openness,and variability,as well as ecological competitiveness and evolution.Innovation ecology is a key element supporting the development of modern parks,and also a key support point for promoting the coordinated development of Beijing,Tianjin,and Hebei.Therefore,a good innovation ecology is a multiplier for the economic growth of the park.By summarizing the typical cases of Silicon Valley in the United States and Zhangjiang High-tech Zone in Shanghai to optimize the innovation ecology of the park,this paper puts forward that the coordinated development of Beijing-Tianjin-Hebei park should re-examine the innovation ecology of the park.It is proposed to promote the ecological environment construction of Beijing-Tianjin-Hebei industrial park through five aspects:promoting the integration of Tianjin industrial park into Beijing-Tianjin-Hebei scientific and technological innovation ecosystem by creating a similar Zhongguancun environment;boosting the collaborative transformation of innovation achievements in the three places and building a science and technology innovation community in Beijing,Tianjin and Hebei;constructing a modern industrial system,driving the development of advantageous industries to large-scale and high-end,and realizing the transformation and upgrading of the park;strengthening talent introduction and training to provide strong support for the sustainable innovation and development of the park;building a smart ecological new city with convenient transportation,balanced employment and housing,and integration of industry and city to undertake high-end talents.
