摘要
中、日、韩三国地缘相近,经贸合作密切,在全球产业链中都发挥着重要的作用。在“一带一路”背景下,中、日、韩第四方市场合作机制应运而生,旨在将中、日、韩三国的产能和比较优势与第四方市场的需求对接,实现资源分配的优化。面对新冠肺炎疫情对全球经济的冲击,中日韩第四方市场合作机制也将为三国和第四方市场带来新的发展机遇。本文认为,未来中、日、韩第四方市场合作应在三个方面加以深化:在合作区域方面,充分发挥《区域全面经济伙伴关系协定(RCEP)》的作用,加强在东盟地区的投资合作;在合作领域方面,集中于医疗健康、新型基础设施建设和金融领域;在合作路径方面,采取建立相关投资信息平台、制定第四方市场合作法律法规和推进区域性协定的签署并实施等举措,实现长期的可持续合作。
China,Japan and Republic of Korea play an important role in the global industrial chain because of their trade complementarity and close cooperation.The Fourthparty Market Cooperation among the countries emerged against the background of the Belt and Road Initiative,aiming to optimize the allocation of resources by boosting cooperation in production capacity to meet the demand of the fourth market.As COVID-19 continues to impact the world economy,the Fourth-party Market Cooperation has brought new opportunities for economic development for the three countries and the fourth-party market.Based on the analysis of the trade structures of the countries and the review of the achievements of the fourth-party market,this paper advises on future cooperation from three aspects.First,strengthen cooperation with ASEAN countries.Second,focus on healthcare,new infrastructure programs and finance.Finally,establish a long-term cooperation mechanism,including the establishment of an information library for investment,laws and regulations and the execution of regional agreements.
