摘要
新安江流域生态补偿已实施十年,准确评估政策的减污效果,对进一步完善、推广生态补偿制度具有重要意义。以生态补偿政策的实施为准自然实验,使用2006—2021年皖、浙两省中17个城市的面板数据,构建空间双重差分模型,实证研究新安江流域生态补偿对城市污染排放的影响及作用机制。研究发现:生态补偿政策的实施不仅显著降低了区域的污染排放,对于相邻区域的治污减排也存在显著的促进作用;生态补偿通过加大环境治理投资力度及优化产业结构降低了区域污染排放。以上研究结论为我国进一步完善生态补偿政策,推进生态环境治理提供了经验支撑。
The ecological compensation has been implemented for ten years in Xin’an River basin.An accurate evaluation of its effect on pollution reduction is significant to further improve this system.Taking the implementation of ecological compensation policy as a quasi-natural experiment,based on the panel data of 17 prefecture-level cities in Anhui Province and Zhejiang Province from 2006 to 2021,this article adopts the spatial difference-in-difference model to empirically analyze the impact and mechanism of ecological compensation on pollution reduction in Xin’an River basin.The result shows that the implementation of ecological compensation policy not only significantly reduces the regional pollutant emissions,but also has obvious positive effects on the pollution reduction in the adjacent areas;the ecological compensation policy reduces the regional pollutant emissions by increasing local investment in environmental governance and optimizing the industrial structure.These conclusions provide theoretical support to further improve ecological compensation policy and promote ecological environmental governance.
