This paper discusses the four core issues of“The definition,essence and characteristics of digital economy”,“The function of digital economy”,“The development trend of digital economy”and“The development strategy of digital economy”,the paper holds that the definition of digital economy can be divided into narrow sense and broad sense,and it can be summarized as economic activities based on digital elements from its narrow sense and economic activities strengthened by digital elements from its broad sense.The key element of digital economy is data resource,which constitutes its essential attribute.Its characteristics are high growth,high integration,high interoperability and high mobility.The digital economy has the impetus function of the time change,the structural change and the social change.The development trend of digital economy is that it is becoming“New economic growth point”,“The fulcrum of transforming and upgrading traditional industry”,“The important engine of constructing modern economic system”,and accelerating the process of data capitalization and promoting the formation of digital ecology.The strategies for the development of the digital economy include comprehensively advancing the digital reform,strengthening the construction of new digital infrastructure,promoting the rational flow of data,promoting the integrated development of the digital economy and the real economy,and promoting the healthy development of the digital economy.
